Subject: (Sitting as the Board of Directors of the Lake County Watershed Protection District) Adopt Resolution authorizing the County of Lake Water Resources Director to apply for California Department of Water Resources (DWR) Flood System Repair Project (FSRP) for much-needed repairs to levee maintenance areas within the Upper Lake levee system.

Executive Summary:
Staff is requesting the Board of Supervisors, acting as the Directors of the Lake County Watershed Protection District (District), authorize the Water Resources Director to apply for the California Department of Water Resources (DWR) Flood System Repair Project (FSRP).

The FSRP is a bond-funded program that repairs rural State Plan of Flood Control (SPFC) facilities of the Sacramento and San Joaquin River systems under state and LMA cost-share agreements. The Goal of the FSRP program is to provide assistance to Local Maintaining Agencies (LMAs) in implementing flood risk reduction projects.

This application, if approved from DWR, would allow the District to enter into a Project Partnership Agreement with DWR, with cost-share provisions that would be used to complete much-needed repairs to the levee maintenance areas within the Upper Lake levee system.

Therefore, staff is requesting the District to approve and sign the resolution authorizing the Water Resources Director to submit an application to the FSRP and enter into agreement negotiations if granted. The final agreement, with project descriptions, will come before the District for approval if awarded.
