Memorandum

Date: July 9th, 2024

To: The Honorable Lake County Board of Supervisors

From: Elise Jones, Director of Behavioral Health

Subject: Approve Amendment No. 2 to the Agreement between County of Lake and Victor Treatment Centers, INC. for Specialty Mental Health Services for Fiscal Year 2023-2024.

Executive Summary:

This amendment provides a correction to the name of the contractor and also increases the contract maximum by $150,000.

Victor Treatment Centers, Inc. provides a continuum of community and school-based services that meet families where their need is. We have seen an increase in referrals to out-of-County Short-Term Residential Treatment Program placements in the past year. It is important to note that these placement recommendations resulted from County school districts on behalf of their students as part of an Individualized Education Program (IEP). As the County Mental Health Plan, Lake is responsible for payment of the Specialty Mental Health Services (SMHS) fee-for-service costs associated with this program.

These services fall under the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) benefit which means the services are 100% Medi-Cal reimbursable.
