Subject: Approve travel exceeding 1,500 miles to Tampa, Florida and associated costs for Assistant County Administrative Officer, Stephen Carter, to attend the International City/County Management Association (ICMA) Annual Conference from October 23-29, 2025 in an amount not to exceed $5,200

Executive Summary:
Staff is requesting the Board's approval for Assistant County Administrative Officer, Stephen Carter to travel in excess of 1,500 miles to the International City/County Management Association (ICMA) Annual Conference in Tampa, Florida from October 23-29, 2025.

ICMA is the leading organization of local government professionals dedicated to creating and sustaining thriving communities throughout the world. By working with more than 13,000 members, ICMA identifies and speeds the adoption of local government practices to improve the lives of residents. ICMA offers assistance with advocacy, public policy, professional development programs, research, publications, data and information, technical assistance, and training to local government chief administrative officers, their staff, and other organizations around the globe.

This year's annual conference focuses on the power of connection and purposeful leadership that will create a lasting impact on communities. Attendees will gain skills to build and leverage vital relationships in both the government and community. Conference agenda includes lessons in democratic participation and fostering a culture of civic readiness, developing skills to build stronger relationships between governance and management, strategic engagement and leadership, creating government effectiveness at all levels in the organization, cybersecurity tools, fostering collaborative teams, and many other valuable sessions.
