Subject: (Sitting as the Lake County Watershed Protection District, Board of Directors) Approve Local Cooperation Agreement between Central Valley Flood Protection Board of the State of California (CVFPB) and Lake County Watershed Protection District (LCWPD) for Middle Creek Flood Control Project Work and authorize the Chair to sign
Executive Summary:
Staff is requesting the Board of Supervisors, acting as the Directors of the Lake County Watershed Protection District (District), approve the Local Cooperation Agreement for Middle Creek Flood Control Protection Project work.
The Middle Creek Flood Control Project (MCFCP) was authorized by Congress and approved on September 3, 1954, and governed by local assurances as authorized and approved by the State of California.
The Department of Water Resources (State/DWR) performed a video inspection of gravity drainage pipe across the levees in Lake County earlier this year or late last year. Based on video inspection report ,12 pipes (List and location map attached) require rehabilitation and Cure-in-Place Pipe (CIPP) is the preferred option for the rehabilitation. DWR will perform the rehabilitation work for all 12 pipes at no cost to the district.
The State of California, Department of Water Resources (DWR) will implement the rehabilitation and replacement of pipe(s) located on the State Plan of Flood Control (SPFC) facilities under the Deferred Maintenance Project pursuant to its authority under the Control Section 6.10 of the Budget Act of 2016 (public Resources Code Section 5096.800 et seq).
Therefore, staff requests the District's approval and sign the Local Cooperation Agreement.
