Memorandum
Date: September 24, 2024
To: The Honorable Lake County Board of Supervisors
From: District 2 Supervisor, Bruno Sabatier
Subject: Consideration of MOU between the County of Lake and Lake County Community Foundation (LCCF) to Streamline the Process of Receiving and Administering Disaster Funds
Executive Summary:
Lake County Community Foundation is a new agency within Lake County that was formed in August 2023. They have presented in front of the Board of Supervisors on March 12, 2024 to introduce themselves and to provide information on their primary focus, housing. Since then, LCCF is now a part of the California League of Community Foundations and they have obtained a grant writer. They are open for philanthropic dollars from around the world to support a need in our communities.
The MOU being considered creates a formal relationship between the County of Lake and LCCF providing expectations and processes in which we are to work together to help those in need due to disasters.
The County would share a list of who needs support while LCCF would collect funds that do not take away from the County's needs (such as reimbursement funds for services rendered during and after disasters). Those funds would then be dispersed by LCCF without having to utilize any County resources to administer the funds. The MOU does request a quarterly report to the county of how funds are being dispersed so as to create transparency between the two parties.
