Memorandum
Date: October 27, 2026
To: The Honorable Lake County Board of Supervisors
From: Rachael Dillman Parsons, Social Services Director
Subject: Approve Contract between County of Lake and Lake Family Resource Center for Differential Response Services, in the amount of $134,900.00 per fiscal year from July 1, 2026 to June 30, 2029, and authorize the Chair to sign.
Executive Summary:
The Lake County Department of Social Services (LCDSS) has contracted with the Lake Family Resource Center (LFRC) for the provision of Differential Response (DR) Services since 2007. DR services are community-based preventative activities designed to alleviate stress and to promote competency and behavior that will increase the ability of families to successfully nurture their children, to enable families to use other resources and opportunities that are available in the community, to create supportive networks that enhance childrearing abilities of parents, and to help compensate for the increased social isolation and vulnerability of families in an attempt to prevent entry or reentry with Child Welfare Services.
On June 16, 2026, an RFP was issued by the LCDSS Child Welfare Division. A total of three bids were received, and LFRC was chosen due to their better understanding of the program and ability to provide direct services.
