Memorandum
Date: January 28th, 2025
To: The Honorable Lake County Board of Supervisors
From: Jenavive Herrington, Auditor Controller/Clerk
Subject: Consideration of proposed agreement between the County of Lake and Workday, Inc for Finance and Human Capital Management Enterprise Resource Planning Software in the Amount of $4,192,452 for January 2026-January 2035.
Executive Summary:
The County's finance system is a fundamental resource for departments and the County as a whole. We depend on it to pay vendors, track payments, and report to State and Federal grantors. At the same time, our finance system is limited and out-of-date; we have not sought a replacement in over 20 years. The programming for the backbone of our finance system, the AS400, is considered obsolete and no longer taught to programmers. In addition, our finance system lacks flexibility-departments are currently using a patchwork of software in order to bridge the gap between our finance system limitations and department needs.
After extensive outreach to departments to determine their needs, an RFP process, and demos attended by multiple departments, Workday Inc was selected as the best available Enterprise Resource Planning Software for our needs. This software will bring us into the 21st century when it comes to our capabilities. It will improve reporting, transparency, and efficiency across the County.
Workday, Inc is currently offering a $200,000 discount to the overall price if the contract is signed within the month of January.
