Memorandum

Date: April 14, 2026

To: The Honorable Lake County Board of Supervisors

From: Lloyd C. Guintivano, County Counsel
Carlos Torrez, Senior Deputy County Counsel

Subject: Approve Amendment No. 4 to Agreement Services Contract Between the County of Lake and Mitchell Hauptman for Indigent Defense Services and authorize the Board Chair to Sign.

Executive Summary:
While the Public Defender's office continues to grow and solidify, we as the County have relied upon experienced local attorneys to act as conflict counsel and to represent defendants in cases that speak to their expertise. During Mitch Hauptman's service over the last year, he has acted as conflict counsel, or as primary counsel in major felony cases. Some of these cases are now in trial and Mr. Hauptman's services will be necessary for the completion of these cases.

We ask that the Board approve the amendment to increase Mitchell Hauptman's not to exceed amount by $25,000.00 to a total contract amount of $150,000.00 with a contract end date of May 31, 2026.
