Subject: (a) Approve contract with Motorola Inc. and (b) Approve budget transfer for in-car and body-worn camera services not to exceed $725,000.000 for the term of May 20, 2025 through May 20, 2030 and (c) Authorize the Chair of the Board to sign.
Executive Summary: The Lake County Sheriff's Office currently uses WatchGuard in-car and body-worn cameras to capture video evidence of law enforcement activities. These systems reached the end of their service life in 2022. On January 21, 2025, the Sheriff's Office issued a Request for Proposal (RFP) #25-0964 to procure a replacement system.
Video evidence systems are essential for documenting daily enforcement activities and reducing the County's exposure to liability. The in-car and body-worn systems work in tandem to provide video and audio recordings of vehicle operations and first-person interactions between Sheriff's Deputies and the public. Captured footage is securely retained and utilized at all levels of federal, state, and local court proceedings, as well as for administrative purposes. These systems also enhance transparency in the Sheriff's Office operations and community interactions.
RFP notifications were sent to Motorola Inc., Axon Enterprise Inc., LensLock Inc., and Wolfcom Global Inc. The RFP was also posted on the websites of both the County of Lake and the Lake County Sheriff's Office. In response, four proposals were received from Motorola Inc., Axon Enterprise Inc., LensLock Inc., and Utility Inc.
A Consultant Selection Board (CSB) was convened to review and evaluate the proposals. The panel included Lieutenant Ben Moore, Sergeant Nate Newton, Chief Probation Officer Wendy Mondfrans, IT Director Shane French, and Retired Sergeant Steve Herdt. After thorough evaluation, the CSB selected the proposal submitted by Motorola Inc. as the preferred system.
