Date: April 7, 2026

To: The Honorable Lake County Board of Supervisors

From: Mireya G. Turner, Community Development Department Director

Subject: Approve Amendment Three of the Agreement Between County of Lake and PlaceWorks for Planning Services, an Increase of $187,640.04; Total Compensation to Not Exceed $2,312,594.04 for the Contract Term and Authorize the Chair to Sign.

Executive Summary: The original agreement between the County of Lake and PlaceWorks for Planning Services was signed by the Board of Supervisors on September 12, 2023, in the amount of $1,888,954. Two amendments to the Agreement for Planning Services have been completed on February 27, 2024, and on May 13, 2025. The County and the Contractor now desire to amend said agreement to add compensation for additional services needed to support the Climate Adaption Plan, Safety Element, including the Countywide Evacuation Study, and supporting our final community engagement activities (including LAPAC, GPAC, and MAC meetings).

PlaceWorks is essential to the County to deliver a robust Climate Adaption Plan, Safety Element, and final community engagement activities. The additional project services require an increase to the contract limit of One Hundred and Eighty-Seven Thousand Six Hundred Forty Dollars and Four Cents ($187,640.04) for total compensation not to exceed Two Million, Three Hundred Twelve Thousand, Five Hundred and Ninety-Four dollars and Four Cents ($2,312,594.04). Funding for this increase is provided by the remainder of the Adaptation Planning Grant Program (APGP) funds and by the remainder of American Rescue Plan Act (ARPA) funds encumbered for this project.
