Subject: (Sitting as the Lake County Sanitation District Board of Directors) Authorize Special Districts Administrator/Assistant Purchasing Agent to issue a purchase order not to exceed $220,000 to JWC Environmental for the purchase of Septic Hauling Receiving Station.

Executive Summary: (include fiscal and staffing impact narrative):

The FY 25/26 LACOSAN-NW Capital Asset Budget includes an appropriation of $380,826 for the Septic Hauler Dump Station. The project is funded through the County's ARPA Spending Priorities. The total funding awarded for this project was $400,000.

The Septic Hauler Dump Station will enable better monitoring of septic haulers and the waste they bring to the Northwest Treatment Plant, allowing for more accurate tracking of waste volume and revenue generated. Currently, Septic Haulers leave handwritten slips after dumping into our station. The new receiving station will accurately measure the volume that enters our treatment plant. The new system will also allow seven days a week access through keycards. Septic haulers currently can only dump during normal business hours Monday through Friday.

The purchase follows the County's purchasing policy for Public Projects, which allows the Special Districts Administrator to use informal bidding procedures. Staff reached out to three vendors requesting quotes for a Septic Receiving System, and JWC Environmental was selected as the vendor with the lowest quote received.

Staff respectfully request that your Board approve the purchase of a Septic Hauling Receiving Station.

Installation of the equipment will be done under separate contract. This purchase to buy the equipment. The station civil designs are near complete for the final installation.
