Subject: (a) Consideration of Sub application Approval for Hazard Mitigation project DR4482-AP00480 Lake County Multi-Jurisdictional Mitigation Plan Update; (b) authorize a Resolution designating the County Administrative Officer, the Sheriff/Coroner/Director of Emergency Services and the Sheriff/Coroner Administrative Manager as the County's Authorized Agents; (c) authorize CAO Parker to sign Project Assurances and Supplemental Grant Subaward Information Sheet; and, (d) authorize CAO Parker and Board of Supervisor's Chair to sign the Cooperative Agreement with City of Clearlake and City of Lakeport.
Executive Summary: On April 5, 2022, your Board authorized the Sheriff's Office to submit an electronic application for a Hazard Mitigation Grant to Cal OES. The approval for the grant was received in December 2023. After deliberation and discussion with both Cities, staff seeks your authorization to:
1. Authorize a Universal Resolution naming the County Administrative Officer, the Sheriff/Coroner/Director of Emergency Services and the Sheriff/Coroner Administrative Manager as the County's Authorized Agents for this grant;
2. Authorize CAO Parker to sign Project Assurances and Supplemental Grant Subaward Information Sheet; and,
3. Authorize CAO Parker and Board of Supervisor's Chair to sign the Cooperative Agreement with City of Clearlake and City of Lakeport.
These actions would permit the completion of a Multi-Jurisdictional Hazard Mitigation Plan (Plan) between the County of Lake, the City of Clearlake and the City of Lakeport. The recently approved and adopted Lake County Hazard Mitigation Plan will be adapted as necessary and updated as the "Base Plan" for this project by Lake County OES.
