Memorandum

Date: May 5, 2026

To: The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors

From: Lars Ewing, Interim Public Works Director

Subject: Award of Bid No. 251358 to United Building Contractors for the 2025 Roof Replacement Project, and authorize the Chair to sign the Agreement

Executive Summary:

The Public Services Department publicly opened bids for the 2025 Roof Replacement Project on September 30, 2025. Six (6) bids were received, and the lowest responsible responsive bidder was United Building Contractors, Inc. The bid tabulation is included for reference.

The project scope includes roof replacement at three County facilities: the Chamber of Commerce (Vista Point), Special Districts Administration, and Veterans Services buildings. While the original solicitation included five buildings, the scope was reduced due to funding constraints. Funding for this project is included in the FY 2026-27 County budget within Budget Unit 1778 (Capital Projects).

Staff recommends that the Board of Supervisors award the contract for the 2025 Roof Replacements Project to United Building Contractors, Inc. in the amount of $495,000.00 and authorize the Chair to execute the Agreement.
