Subject: Consideration of the Agreement Between County of Lake and Manzanita House for Adult Residential Support Services in the Amount of $300,000 for Fiscal Year 2025-2026.


Executive Summary:
Lake County Behavioral Health Services (LCBHS) requests Board approval of an agreement with Manzanita House for the provision of Adult Residential Facility (ARF) services for Fiscal Year 2025-2026, with a maximum contract amount of $300,000.
Manzanita House provides 24-hour residential treatment and therapeutic support for adults with serious mental illness, promoting stabilization, recovery, and successful reintegration into the community. During Fiscal Year 2024-2025, LCBHS expended $194,211.14 and served six (6) unduplicated clients. No significant performance or audit issues were identified during the fiscal year.
The proposed FY 2025-2026 contract amount of $300,000 reflects projected utilization based on the current client census and anticipated turnover. This funding level is sufficient to maintain capacity for ongoing placements and short-term stabilization stays while aligning with the department's FY 2025-2026 adopted budget and historical spending trends.
This agreement ensures continued access to essential residential treatment services for eligible individuals and is fully funded through Medi-Cal and Realignment revenues. The contract complies with Chapter 2, Section 38.2 of the County Purchasing Ordinance, requiring Board approval for contracts exceeding $100,000, and qualifies for a sole-source exemption under Section 38.2(b)(1).
