Subject: Approve acceptance of $275,000 additional Housing and Disability Advocacy Program (HDAP) funding for FY 26/27



Executive Summary:
The Housing Disability and Advocacy Program (HDAP) program provides temporary housing and social security disability advocacy to Lake County residents who are unhoused or at risk of losing housing, who appear to meet Social Security disability criteria, and are not currently receiving Social Security benefits. HDAP is not an entitlement program. The number of people we can help is limited to the funding available to us, first-come, first-serve. HDAP is not currently an annual state allocation. Each year the state determines if additional HDAP funds will be made available.

Currently, the HDAP program is funded for FY 25/26 in the amount of $222,919 (two hundred twenty-two thousand, nine hundred nineteen dollars). This includes current FY 25/26 funds and roll-over funding from past years. Social Services launched HDAP in FY 25/26 and is on track to spend all current funding. Social Security advocacy can be a two-to-three-year timeframe from application to approval of benefits. Current funding must be held in reserve to serve currently enrolled community members.

CDSS has offered additional funding to Counties for FY 26/27 and Lake County can receive an additional $275,000 (two hundred seventy-five thousand dollars) of state-only funds, provided your board approves our acceptance. This funding will allow us to more than double the number of Lake County's residents we can potentially move to permanent housing and income stability.
