Subject: 9:30 A.M. - Public Hearing - (a) Consideration and Discussion of Permanent Local Housing Allocation (PLHA) Grant Five-Year Plan Amendment; and (b) Consideration of Resolution Authorizing the Application and Amending the PLHA Plan for the Permanent Local Housing Allocation Program
Executive Summary:
The PLHA program is operated by the State HCD for the purpose of providing financial assistance to local governments to address unmet housing needs. The program required the county to submit a Five Year PLHA Allocation Plan. The county entered into an agreement with HCD in September 2023 which allocated all the yearly program allocations for 2019 through 2023 to the Collier Avenue housing project. This project then found other funding and only needed the allocations for 2019 and 2020, totaling $602,469, leaving a balance of $847,981 to be reallocated.
In December 2024 the county approved by resolution a memorandum of understanding between the County of Lake, City of Lakeport, and City of Clearlake authorizing formation of the Lake County Regional Housing Trust Fund for the purpose of addressing county wide housing needs in coordination with the two cities. The Regional Housing Trust Fund provides a mechanism to accumulate PLHA and other funds to be used for housing projects and programs. The county allocated $847,981 in PLHA funds in the MOU pending HCD approval. The attached resolution is required by HCD to obtain the approval to reallocate PLHA funds for 2021,2022, and 2023 from the Collier Avenue project to the Regional Housing Trust Fund by amending the existing Five Year PLHA Allocation Plan.
