Subject: Approve the Award of Chip Seal Aggregate for the 2026 Pavement Preservation to Granite Construction in the Amount of $338,293.32, and authorize the Public Works Director to sign the Purchase Order

Executive Summary:

The Department of Public Works is preparing to complete the 2026 Pavement Preservation Project, which will apply surface treatment to approximately 30 miles of County-maintained roadways. The project will be funded through SB1 funds.

To complete this work, the County requires approximately 7,200 tons of 5/16" chip seal rock and 550 tons of 3/8" chip seal rock. A request for proposals was issued on April 3, 2026, with a submission deadline of April 17, 2026. One proposal was received, from Granite Construction, at price of $35.50/ton plus fees and taxes.

Granite Construction operates the only local materials yard within Lake County capable of supplying these materials. Additionally, use of a local material provider allows County crews to pick up materials as needed, thereby reducing hauling costs and improving operational efficiency.

Staff recommends that the Board of Supervisors approve the award to Granite Construction in the amount of $338,293.32 for the purchase of chip seal materials for the 2026 Chip Seal Project. The purchase order included with this agenda memo includes a 10 percent contingency to account for field adjustments, waste, and unforeseen conditions during construction; however, payment will be based on actual quantities delivered.

This project is exempt from CEQA as it consists of maintenance of existing public facilities.
