Subject: a) Waive the Formal Bidding Process Pursuant to County Ordinance 3137 Section 28.2 due to 38.1 Extension of Annual Agreements; and, b) Approve Contract between County of Lake and Brain Learning Psychological Corporation for Learning Disability Testing and Evaluation Services, in the amount of $46,116.00 per fiscal year from July 1, 2026 to June 30, 2029, and authorize the Chair to sign.

Executive Summary:
The Lake County Department of Social Services (LCDSS) CalWORKs Welfare-to-Work (WTW) program offers learning disability testing, evaluations, and accommodations to WTW clients. These services are state-mandated, requiring LCDSS to provide testing and evaluations to all WTW clients who request them. Brain Learning Psychological Corporation (Brain Learning) has experience providing these services to county welfare departments, and, in addition to testing and evaluation services, Brain Learning also provides staff training to increase knowledge and awareness of learning disabilities.

This contract uses exemption 38.1 Extension of Annual Agreements, as the cost of services has not increased by more than the consumer price index.
