Memorandum
Date: April 7, 2026
To: The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors
From: Lars Ewing, Interim Public Works Director
Subject: Approve Amendment One to Supplemental Services Agreement Number One with Optony, Inc. for the Lake County Courthouse Campus Photovoltaic Array and Electric Vehicle Charging Station Project for an amount not to exceed $79,500, and authorize the Chair to sign
Executive Summary:
On April 23, 2024, your Board approved an agreement with Optony, Inc. for independent engineering review, construction oversight, commissioning services, and overall project management in support of the courthouse parking lot solar photovoltaic panel and electric vehicle charging station project. Construction for the project is complete, with both the photovoltaic panels and the electric vehicle charging stations fully operational. However, Optony's scope of work includes project commissioning tasks after construction, including monitoring system performance for the first three years of system operation to ensure production guarantees are being met. The term of Optony's current agreement expires April 24, 2026, consequently staff prepared Amendment One to extend the term of the agreement to December 31, 2028.
Amendment One is included with this staff memorandum, along with the fully executed General Services Agreement and Supplemental Services Agreement.
