Subject: 11:30 A.M. - Consideration of Presentation on of Lake County's System Improvement Plan (SIP) for the Term of November 2025 to November 2030

Executive Summary:

The California Child and Family Services Review (C-CFSR) was established through the Child Welfare System Improvement and Accountability Act (AB 636) in 2001 and is modeled after the federal Child and Family Services Review process. The C-CFSR is designed to improve outcomes for children and families involved in the child welfare system while holding counties and the State accountable for achieving positive outcomes in child safety, permanency, and well-being.

As part of the C-CFSR process, the County develops a five-year System Improvement Plan (SIP), which serves as a roadmap for Child Welfare Services and the Probation Department to implement measurable strategies that improve outcomes for children and families. The SIP includes an analysis of county performance data, identified areas for improvement, specific goals and strategies, and a five-year implementation timeline.

The final SIP was developed collaboratively with the California Department of Social Services (CDSS) through a negotiated review process. While the County submitted its draft within the required timeframe, final approval was delayed due to statewide CDSS capacity constraints. The negotiated SIP has now been finalized and is being presented for Board approval.
