Subject: (Sitting as the Board of Directors of the Lake County Watershed Protection District) a) Approve an Amendment to the Professional Services Agreement between the Lake County Watershed Protection District and EOA, Inc. to extend the contract term for completion of the National Pollutant Discharge Elimination System (NPDES) Stormwater Permit and Low Impact Development (LID) Compliance Manual Update project; b) Approve corresponding amendments to the Cooperative Agreements with the City of Clearlake and the City of Lakeport to extend the project schedule for the Low Impact Development (LID) Stormwater services; and c) Authorize the Water Resources Director to execute the amendments and any related documents necessary to complete the project
Executive Summary:
On April 25, 2023 (File #: 23-394) the Board approved a Professional Services Agreement with EOA, Inc. (Attachment A) to provide consulting services for the 'National Pollutant Discharge Elimination System (NPDES) Stormwater Permit and Low Impact Development (LID) Compliance Project'. Cooperative Agreements were also executed with the City of Clearlake (Attachment B) and the City of Lakeport (Attachment C) to reimburse the Lake County Watershed Protection District for each city's proportionate share of the project costs.
Project implementation was intentionally deferred while awaiting the development and release of the updated State Water Resources Control Board Phase II Municipal Separate Storm Sewer System (MS4) Permit requirements.
