Subject: Consideration of Agreement Between the County of Lake and Catholic Charities of Northwest California for Operation of a Safe Parking Program Under Encampment Resolution Funding (ERF), in an Amount Not to Exceed $400,000, for the Term Through June 30, 2027

Executive Summary:

The Board is requested to consider approval of Agreement with Catholic Charities of Northwest California to operate a Safe Parking Program in Lake County utilizing Encampment Resolution Funding (ERF). The Safe Parking Program provides a low-barrier, Housing First intervention for individuals and families experiencing vehicular homelessness by offering a safe, managed overnight parking location coupled with housing navigation, case management, and access to supportive services.

Catholic Charities was selected through a competitive Request for Proposals issued by the Lake County Continuum of Care (LCCoC) and demonstrated the organizational capacity and experience necessary to implement and operate the program in compliance with ERF requirements. The agreement authorizes services through June 30, 2027, with total compensation not to exceed $400,000. No County General Fund contribution is required.

Approval of this agreement supports Lake County's Encampment Resolution Strategy, advances the County's Housing First objectives, and expands safe, interim housing options for residents experiencing vehicular homelessness.
