Subject: Consideration of Amendment No. 1 to the Agreement with Sunrise Special Services for an additional 90 days and a new total not to exceed $307,200 for the continued operation of the North Lakeport Emergency Warming Shelter

Executive Summary:
On January 24, 2023, the Board of Supervisors approved the use of HHAP Round 2 and HHAP Round 3 funds from both Lake County Behavioral Health and the Lake County Continuum of Care, respectively, to initiate a 90 day emergency warming shelter in North Lakeport. The need for the continued operation of this shelter was stated and expressed during our Board meeting on April 11, 2023. The shelter has had positive impacts to the communities around the county as well as positive impacts to the individuals who have utilized the shelter. The original contract was completed after a Request For Proposals (RFP) process was completed.

In the amendment, the monthly budget amount has not changed other than the contract being extended to a six month contract for a maximum of $307,200. A new revised budget from Sunrise Special Services has been provided with an addition that any line item of the budget that exceeds more than 10% change will need to be submitted and approved by the county prior to expenditures being reimbursed.

During the next 90 days, the plan is to release a new RFP and utilize the funds currently available as well as incoming funds from HHAP 4 and other fund sources to continue the shelter operations on a more permanent basis. We are hopeful that the RFP process will conclude prior to the 90 days expiring so that operations can continue without any need to close the shelter down.
