Subject: (A) Approve purchasing exemption of Section 2-38.2(2)(A) of the County Code, (B) Contract with AT&T, and (C) budget transfer for Vesta service and maintenance services not to exceed $65,000 for the "retro" term of September 24, 2025 through September 23, 2026.
Executive Summary: This item concerns the extension of Agreement 4156-6, originally entered into in 2017 between the State of California Governor's Office of Emergency Services (CalOES) and American Telephone and Telegraph (AT&T). In 2017, AT&T installed six new Vesta 911 Call Taking Systems, also known as Call Processing Equipment (CPE), at the Lake County Sheriff's Office Central Dispatch Center, which functions as a Public Safety Answering Point (PSAP). The original agreement stipulated that AT&T would service and maintain the now seven-position Vesta system for a period of five years. The cost of that contract was funded by the State through CalOES and did not result in a direct cost to the County of Lake.
Since the conclusion of the original contract term, extensions of the service and maintenance agreement have been coordinated directly between AT&T and CalOES. During each extension period, AT&T billed CalOES directly for the continued service and maintenance of the system.
In the end of 2025, CalOES has implemented a change to its purchasing policy. Rather than AT&T billing CalOES directly for the service and maintenance of the CPE equipment, CalOES will now reimburse individual PSAPs for the cost of these agreements after the local agency executes the contract and submits documentation for reimbursement.
Lake County's most recent service agreement expired on September 23, 2025. Since September 24, 2025, AT&T has continued to provide service and maintenance support for the County's PSAP in good faith, with the understanding that the agreement would be extended and ...
