Memorandum
Date: October 21, 2025
To: The Honorable Eddie Crandell, Chair, Lake County Board of Supervisors
From: Lars Ewing, Public Services Director
Subject: Approve the General Services Agreement between the County of Lake and Bridges Restoration, LLC (dba West Coast Fire and Water) for Emergency Remediation and Restoration Services
Executive Summary:
Earlier this year the Public Services Department issued a Request for Qualifications (RFQ) seeking firms to provide on-call emergency remediation and restoration services. The requested scope of work includes services for the assessment, containment, remediation, cleaning, and sanitization in and around County facilities. The RFQ was not tied to any pre-determined projects; rather, the objective was to establish an agreement with one or more qualified firms capable of responding on an as-needed basis through task orders - for example, in response to disasters, staff shortages, or other unplanned needs.
The Department received three responses to the RFQ. Following a review and evaluation by a selection committee, Bridges Restoration (dba West Coast Fire and Water) - a Kelseyville-based emergency restoration company operating throughout California - was ranked highest.
Attached for the Board's consideration is a General Services Agreement with Bridges Restoration. This agreement establishes the general terms and conditions for a three-year on-call contract, with supplemental task orders to be issued as needed for specific work assignments.
