Memorandum
Date: September 12, 2023
To: The Honorable Jessica Pyska, Chair, LACOSAN Board of Directors
From: Scott Harter, Special Districts Administrator
Jesus Salmeron, Special Districts Deputy Administrator- Fiscal
Subject: (Sitting as the Lake County Sanitation District Board of Directors) Authorize Special Districts Administrator/Assistant Purchasing Agent to issue a purchase order not to exceed $68,000.00 to Thomas & Associates for the purchase of a Gorman-Rupp 4" Self-Priming Sewage Pump.
Executive Summary: (include fiscal and staffing impact narrative):
The adopted FY 23-24 budget for Middletown Sewer includes a Capital Asset appropriation for a 4" Self-Priming Sewage Pump.
This pump will provide the ability to move water between treatment cells at the Middletown Treatment Plant. This enables staff to have options for different treatment configurations when dealing with changing influent conditions. In addition, this pump will allow staff to accommodate planned and unplanned bypass pumping at our many lift stations, allowing the stations to remain functional and avoid spills during planned maintenance or equipment failures.
Staff has reached out to three vendors for quotes with a description of the equipment needed. The range of quotes was $60,421.65 to $86,337.54. It was determined that Thomas & Associates submitted the lowest quote and their product is in conformity with the Middletown Treatment Plant's needs. In addition, Thomas & Associates has a positive service reputation and their equipment is trusted by our field staff.
Staff respectfully requests your Board approve the purchase order for the Gorman-Rupp 4" Self-Priming Sewage Pump from Thomas & Associates.
