Subject: Consideration of Agreement Between County of Lake and Women's Recovery Services ASAM Level 3.1 Residential Treatment Services to continue vital SUD treatment services for Lake County residents in the not-to-exceed amount of $300,000 for Fiscal Year 2025-26

Executive Summary:
Lake County Behavioral Health Services (LCBHS) recommends approval of a one-year agreement with Women's Recovery Services (WRS) for the provision of residential substance use disorder (SUD) treatment services for eligible individuals. WRS is a trusted provider based in Sonoma County offering gender-responsive, trauma-informed residential care aligned with the American Society of Addiction Medicine (ASAM) Level 3.1 standards.
This contract allows LCBHS to refer women and mothers with children to an appropriate residential SUD treatment setting when local capacity is unavailable or not clinically appropriate. Services may be reimbursed through the Drug Medi-Cal Organized Delivery System (DMC-ODS) for eligible beneficiaries
Utilization data from Calendar Year 2024 and Fiscal Year 2024-25 show active placements in WRS's residential programs under DMC billing code 224, along with associated case management and recovery services. Due to low case counts and the sensitive nature of the program population, utilization data is treated as confidential.
WRS provides critical access to services for Lake County residents who would otherwise face long wait times or travel barriers. Their residential model supports family reunification, healing from trauma, and recovery from opioid and other substance use disorders, aligning with the County's CalAIM goals and DMC-ODS performance expectations.
