Memorandum
Date: February 24, 2026
To: The Honorable Lake County Board of Supervisors
From: Jenavive Herrington, Auditor-Controller/Clerk
Subject: Consideration of Amendment 2 between the County of Lake and Avero Advisors for Enterprise Resource Planning Implementation Services.
Executive Summary:
In March of 2024, the Board approved an agreement between the Auditor-Controller Office and Avero Advisors. As the Board is aware, my office is heading the Countywide Enterprise Resource Planning/Human Capital Management replacement. The county's current software has not been replaced in over 20 years.
We contracted with Avero Advisors so that Avero would provide needs assessment, request for proposal, and implementation support. The original contract delineates these tasks in three phases. We have completed Phase 1: ERP Needs Assessment of the County and Phase 2: Request for Proposal Development Assistance and Selection Assistance. We are now in the midst of Phase 3: Implementation Project Management Services.
For your consideration is amendment 2 which should support our county through the end of this system implementation.
