Memorandum
Date: May 12, 2026
To: The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors
From: Lars Ewing, Public Works Director
Subject: Approve Amendment Eight to the Agreement between the County of Lake and Consor Engineering for Engineering Services for Replacement of Clover Creek Bridge at First Street (14C-0015) for an increase of $242,200 and Authorize the Chair to Sign
Executive Summary:
On February 28, 2017, the County of Lake entered into an agreement with Quincy Engineering to provide preliminary and final design, environmental services, right of way, bidding and construction assistance services for the project to replace the Clover Creek Bridge at First Street (14C-0015). On December 20, 2022, Quincy Engineering was acquired by Consor Engineering, and the project agreement between the County and Quincy was assigned to Consor.
The amendment incorporates additional design services to revise the foundation design and address Caltrans comments to mitigate for weak/soft soil conditions supporting the new structure, changes resulting from right-of-way negotiations, and changes in approach to stormwater treatment compliance. The amendment also incorporates additional coordination with the permitting agencies to verify the permits are still valid after design changes, and to obtain revised permits if necessary.
Public Works staff reviewed the proposed scope of work consulted with Caltrans local assistance to confirm that the work is justified, and prepared the attached amendment for your Board's consideration. The project is fully funded through the federal Highway Bridge Program.
