Memorandum

Date: March 27th, 2025

To: The Honorable Lake County Board of Supervisors

From: Chief Probation Officer Wendy Mondfrans

Subject: Approve Agreement for the Placement of Juveniles in Mendocino County not to exceed $250,000; and authorize the Chair to sign

Executive Summary:

On June 20th, 2023, an Agreement between the County of Mendocino and the County of Lake was approved by this Board for the housing of Juvenile offenders. The Agreement had a cap of $25,000 per year. On April 9th, 2024, this Board approved increasing the cap to $100,000 per year due to the increase of juvenile incarcerations. That Agreement expires June 30th, 2025. Due to the number of juvenile incarcerations, it is anticipated that we will reach the $100,000 cap prior to the expiration of the current Agreement.

The Agreement before you covers the remainder of this fiscal year and the next fiscal year. The Probation Department anticipates that the cost of housing juveniles will not exceed $250,000 based on the number of juveniles incarcerated this past year. This amount is budgeted in the current. This amount will also budgeted in next year's budget.

Mendocino County has agreed to the terms of this Agreement, and their Board approved the Agreement on March 25th, 2025.
