Subject: Adopt Resolution Approving Amendment No. 4 to Agreement No. 18G30117 between the Secretary of State and the County of Lake for Voting System Replacement Funds.
Executive Summary:
Legislature passed Assembly Bill No. 1824 requiring the Secretary of State to use funds appropriated in the Budget Act of 2018 for voting system replacement and award contracts to counties that provided reimbursement for funds spent by the counties on voting system replacement activities.
The County entered into an agreement with the Secretary of State and received a grant in the amount of $246,000 for participating activities outlined in Agreement No. 18G30117, approved by Resolution 2019-22. The County entered into an amended agreement with the Secretary of State outlined in Agreement No. 18G30117 - Amendment No. 1, approved by Resolution 2020-01, where an additional $152,594 was allocated to Lake County.
Agreement No. 18G30117 was set to terminate on June 30, 2022; and Lake County adopted Resolution No. 2022-32 approving Amendment No. 2 and extending the term of the contract to expire on December 31, 2024. On December 17, 2024, Lake County adopted Resolution No. 2024-132 approving Amendment No. 3 which extended the term of the contract to August 31, 2026.
Amendment No. 4 modifies reimbursement requirements set forth in Contract 18G30117.
The Secretary of State's Office requires that the Board of Supervisors adopt a resolution granting the Registrar of Voters the authority to enter into the proposed contract and authorize the execution of the agreement.
