Subject: Adopt Resolution Reaffirming and Authorizing the Behavioral Health Director to Execute Homeless Housing, Assistance, and Prevention Program Grant Documents and Updated Authorized Signatories Forms

Executive Summary:

Lake County Behavioral Health Services serves as the Administrative Entity designated by the Lake County Continuum of Care to administer Homeless Housing, Assistance, and Prevention Program funds.

The County of Lake and the Lake County Continuum of Care have previously applied for and received HHAP funding. The Board of Supervisors has previously authorized the Behavioral Health Director to execute HHAP grant agreements and related documents on behalf of the County and the Lake County Continuum of Care.

The California Department of Housing and Community Development has updated its Authorized Signatories Forms and now requires round-specific forms, including forms for HHAP Round 2 and HHAP Round 6. These updated forms are administrative in nature and are required by HCD to document authorized signatories for execution of HHAP grant agreements and related program documents.

Approval of this Resolution will reaffirm the Behavioral Health Director's existing authority to execute HHAP Program grant documents, including Standard Agreements, Authorized Signatories Forms, certifications, amendments, modifications, and other administrative or programmatic documents necessary for participation in the HHAP Program.

Any amendments or modifications that result in a substantive change beyond the scope of an approved agreement will continue to be brought before the Board of Supervisors for approval, consistent with prior Board direction.
