Subject: a) Waive the Formal Bidding Process Pursuant to County Ordinance 3137 Section 2-38, subsection 38.5, purchase of proprietary articles in which contractor is the sole provider of service; and, b) Approve Contract between County of Lake and Fiscal Experts, Inc. for time study services, in the amount of $44,800.00 per fiscal year from July 1, 2026 to June 30, 2029, and authorize the Chair to sign.
Executive Summary:
Time Study Buddy (TSB) is a sole source cloud-based study service program provided by Fiscal Experts, Inc. The program's purpose is to maximize federal and state funding by maintaining records of employee hours and activities; allowing LCDSS to easily generate and submit reports to relevant governing authorities. As a direct charge county, CDSS requires LCDSS to submit a staff time reporting plan at the beginning of each fiscal year, which requires accurate documentation of every staff member's classification, function, and activities. TSB has a function that allows LCDSS to directly generate and submit reports to CDSS, saving significant staff time and ensuring more accurate reporting. Currently, there are 34 counties in California that use this service.
Pursuant to Lake County Ordinance 3137 Section 2-38 (38.5) we request a waiver of the formal bidding process due to Fiscal Expert, Inc.'s status as the sole provider of work activity tracking software. TSB is not a duplication of WorkDay software, as WorkDay cannot provide codes for the very specific, detailed needs we must have for our County Expense Claim and for other claiming/reporting done by LCDSS. TSB helps maximize revenue allocations for Social Services programs and tracks compliance with state and federal regulations.
