Memorandum
Date: November 10, 2026
To: The Honorable Lake County Board of Supervisors
From: Dr. Pawan Upadhyay, Water Resources Director
Subject: 9:15 A.M. - (Sitting as the Board of Directors of the Lake County Watershed Protection ) Consideration of Contract between the Lake County Watershed Protection District and Dillsaver Construction for the Scotts Creek Habitat Enhancement Project in the amount of $122,400 and authorize the Chair to sign.
Executive Summary:
The Lake County Watershed Protection District recently issued Request for Proposals (RFP/REQ) No. 00000043 for the Scotts Creek Habitat Enhancement Project. The project involves removing accumulated sediment and overgrown vegetation from about 1 mile of Scotts Creek approximately in between the Eickhoff Rd Bridge and the flap gate on the Scotts Valley Rd drainage ditch, to improve floodwater conveyance, reduce localized flooding risks, and enhance habitat conditions for the threatened Clear Lake hitch.
The District received three proposals in response to the RFP. Following the proposal evaluation process, Dillsaver Construction was identified as the preferred contractor based on the evaluation of the submitted proposals. Staff recommends awarding the contract to Dillsaver Construction in the amount of $122,400.
Timely completion of this project is critical. The accumulated sediment and overgrown vegetation have reduced the creek’s ability to convey stormwater efficiently. With the rainy season approaching and the potential for significant precipitation associated with El Niño conditions, the available window to complete maintenance activities before increased creek flows is rapidly closing.
The work is anticipated to be completed within 30 days, subject to suitable site and weather conditions. Prompt contract approval will allow the District to proceed with the remaining project requirements and authorize contractor mobilization.
