Memorandum
Date: May 9, 2023
To: The Honorable Lake County Board of Supervisors
From: Rob Howe, Sheriff/Coroner
Subject: Approve surplus of Taser X26 Electronic Control Devices
Executive Summary: The Sheriffs Office currently possess seventy four (74) Taser X26 Electronic Control Devices. These devices are obsolete, no longer produced by Axon/Taser and are no longer supported by Axon. The Sheriff Office has determined these devices are no longer issuable for duty use and therefore surplus. Previously Taser X26 devices that were determined to be damaged or no longer serviceable, were destroyed in accordance with department policy. The Auditor's office was provided with certification of destruction for removal from the fixed asset inventory. At the time these devices were destroyed, no buyback program or other means of disposal were available.
The Sheriffs Office has identified Accredited Security as a purchasing vendor for used Taser devices. Accredited Security is the leading vendor for used and refurbished Taser and Taser products. They are a sole source vendor for used Taser purchases. If the County of Lake approves the use of Accredited Security, they will accept receipt of the seventy four Tasers deemed unserviceable. After evaluating the Tasers to determine working order or ability to refurbish, Accredited Security will purchase those surplus Tasers from the Sheriffs Office. Those determined not in working order or incapable of being refurbished, Accredited Security will destroy and provide the Sheriffs Office with a certification of destruction.
The Sheriffs Office will allocate any funds received from the surplus of the seventy four Taser devices to Accredited Security to purchase replacement Taser devices or equipment.
