Subject: (a) Consideration of Resolution Adopting the Lake County Multi-Jurisdictional Hazard Mitigation Plan; and (b) Consideration to accept and adopt the Lake County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP).
Executive Summary: In accordance with State and Federal requirements (California Natural Disaster Assistance Act and the Federal Disaster Mitigation Act of 2000 [DMA 2000]), the Lake County Sheriff's Office of Emergency Services requests that the Lake County Board of Supervisors accept and adopt the Lake County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP).
The MJHMP builds upon the 2023 Lake County Hazard Mitigation Plan previously adopted by the Board of Supervisors. Following that adoption, the County worked in close coordination with the City of Lakeport and the City of Clearlake to expand the plan into a single, multi-jurisdictional document. This collaborative effort ensures consistency across jurisdictions, allows for regional coordination in mitigation project development, and strengthens the County and Cities' eligibility for State and Federal hazard mitigation grant funding.
The MJHMP identifies known natural hazards that threaten Lake County and its incorporated cities, and proposes mitigation strategies and projects to reduce the impact of those hazards on residents, infrastructure, and the local economy. More than fifty (50) mitigation projects have been identified across jurisdictions. When mitigation funds become available after a disaster, these projects serve as the basis for applications, which may be eligible for up to seventy-five percent (75%) federal funding, with a required twenty-five percent (25%) local match.
