Subject: (a) Adopt Resolution Authorizing Proposition 64 Public Health & Safety Grant Program Funding (Cohort 4)

Executive Summary:

On March 24, 2026, your Board approved Probation’s request to seek Proposition 64 funding. On June 25, 2026, the Board of State and Community Corrections (BSCC) approved funding for the Proposition 64 Public Health and Safety (Prop 64 PH&S) Cohort 4 Grant Program approving funding to County of Lake in the amount of $4,496,900 over a 5-year period. On September 22, 2026, BSCC sent the required contract to me for final approval and signature by CAO Parker. I have reviewed the documents, and there are no changes to the documents from the original submission, approval by County Counsel and by this Board.

A resolution authorizing the County Administrative Officer or Chair of the Board of Supervisors to sign the grant agreement is necessary to complete the funding process. The proposed resolution and grant agreement are attached for your Board’s consideration.

The County’s proposal requested $ 4,496,900 to support 4 goals:
(1) reduce unlawful cannabis cultivation through Probation Department supervision;
(2) reduce unlawful cannabis cultivation through Code Enforcement;
(3) improve academic succession and reduce substance use of youth working with the Probation Department;
(4) improve community outlook and increase Positive Community Norms.

Grant highlights:
Increase probation supervision of those with cannabis related charges and assist other agencies with cannabis enforcement operation.
Contract with Lake County Office of Education to fund the Family WRAP program for 3 additional years.
Contract with Lake County Office of Education to continue the work of the Montana Institute related to Positive Community Norms.
