Memorandum

Date:                                          August 19, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Eddie Crandell, Chair, Lake County Board of Supervisors

Subject:                     Discussion and Consideration of a Rent Stabilization Ordinance

Executive Summary:

Currently we do not have an ordinance for rent stabilization. I am requesting board discussion regarding a Mobile Home Rent Stabilization Ordinance following concerns from senior mobile home park residents facing significant rent increases for capital projects. The proposed ordinance would establish rent increase limitations while providing enhanced protections for our most vulnerable residents-seniors (62+), disabled veterans, and disabled individuals on fixed incomes who rely on affordable mobile home housing.
