Subject: Consideration of Letter of Support for Assembly Bill 993 Regarding the Rural Certified Unified Program Agency (CUPA) Reimbursement Program

Executive Summary:
As your Board is aware, Certified Unified Program Agencies (CUPAs) oversee consolidated permitting, inspection, and enforcement programs that protect the public and first responders from accidental releases or spills of hazardous materials and wastes. CUPAs oversee hazardous materials business plans, underground storage tanks, aboveground storage tanks, accidental release prevention programs, hazardous waste management, and hazardous waste tiered permitting programs. CUPAs are often the first to assess wildfire debris for the presence of hazardous materials, for example.

You will also be aware, the Health Services Department's Environmental Health Division serves as the CUPA for all of Lake County:

As presently written, AB 993 would increase the Rural CUPA Reimbursement cap from $60,000 to $100,000, acting on lost purchasing power due to inflation since the cap was established in 2001.

Staff recommends your Board Approve the Letter of Support, and authorize the Chair to sign.
