Subject: Approve and Authorize Chair to Sign Memorandum of Understanding (MOU) between County of Lake In-Home Supportive Services (IHSS) Public Authority (PA) and Service Employees International Union (SEIU) Local 2015

Executive Summary:

SEIU and County negotiators have reached a bargaining agreement, subject to your board's approval, as represented in the attached MOU.

The following is a summary of the negotiated terms:
* Term - One year agreement commencing on ratification.
* Salary -$ 1.10 hourly add pay above minimum wage, inclusive of $0.65 current add pay plus an additional negotiated $0.45 add pay.
* Provider Safety -IHSS PA will work with providers on safety training, provide safety equipment, and encourage consumers to be honest with providers regarding medical conditions, to promote safety of everyone.
* Exclusion from Registry Appeals Process - IHSS PA will follow telephone call to excluded providers with written notice by certified, copied to SEIU.
* Removal from Registry Appeals Process - IHSS PA will follow telephone call to excluded providers with written notice by certified, copied to SEIU.
* Training - IHSS PA will provide training directly to providers, including in-person CPR and online options. SEIU will have the option to participate in provider selection.
* Safety Equipment - Budget for safety equipment will be reduced from $5,000/year to $2,500/year.
* Compensation for Negotiation Time - Up to five (5) providers will be paid for participation in negotiations, effective upon execution of the new MOU.

In all other respects, the terms remain unchanged from the previously executed edition.
