Subject: Approve Amendment Seven to the Agreement between the County of Lake and Quincy Engineering for Engineering Services for Replacement of St. Helena Creek Bridge at Wardlaw Street (14C-0035) and Rehabilitation of Cooper Creek Bridge at Witter Springs Road (14C-0102) in Lake County, CA in the Amount of $80,000 and Authorize the Chair to sign.
Executive Summary:
On June 2, 2015, the County of Lake entered into an agreement with Quincy Engineering to provide preliminary and final design, environmental services, right of way, bidding, and construction assistance services for the replacement of the St. Helena Creek Bridge at Wardlaw Street (14C-0035) and the rehabilitation of the Cooper Creek Bridge at Witter Springs Road (14C-0102). On December 20, 2022, Quincy Engineering was acquired by Consor North America and the agreement between the County of Lake and Quincy Engineering was assigned to the parent company, Consor North America.
This amendment request is for contract changes to complete the NEPA and CEQA activities for the Cooper Creek Bridge at Witter Springs Road (14C-0102) Rehabilitation Project. The following changes have been identified that will require a contract amendment:
1. Revisions to the Type Selection Memorandum. Consor prepared a Type Selection Memorandum that received preliminary concurrence from Caltrans. Revisions to the memo were not included in the original scope of work. Caltrans now requires an update to the Type Selection Memorandum.
2. Changes to the Area of Potential Effects (APE). Additional discoveries were made from Extended Phase 1 Cultural Studies required for the project.
