SUBJECT: Appointment of One Supervisor to the Governing Board of the Napa, Marin and Lake Counties (Workforce Innovation and Opportunity Act/Workforce Alliance of the North Bay Workforce Development Area) Joint Powers Agreement (JPA)
EXECUTIVE SUMMARY: As you recall, on May 9, 2016, we approved the above-referenced JPA and MOU with Napa and Marin Counties for regionalized workforce development programs. At that time, we also appointed Supervisor Farrington and myself to serve on the Governing Board. Since Supervisor Farrington has left office, we need to appoint a second Board member to the Governing Board since each of the three participating counties have two appointees. I recommend we consider appointing 1st District Supervisor Moke Simon to serve on the Governing Board. Not only would this result in both northern and southern County representation, I believe that Supervisor Simon has a keen understanding of workforce issues and needs in Lake County given that his tribe is one of the largest employers in the area.
