SUBJECT:                     (a) Consideration of Lease Agreement By and Between the County of Lake and Hope Crisis Response Network for Office Space for the Hope City Rebuilding Project and (b) Consideration of Request to Waive Building Permit Fees for Hope City’s remodeling work of the County-owned facility

 

EXECUTIVE SUMMARY:

I am submitting this memorandum on behalf of Supervisors Brown and Simon.  As your Board is aware, the Hope Crisis Response Network, also known as "Hope City" is now permanently based in our community to assist wildfire disaster survivors to rebuild their homes.  In addition, for quite some time, Hope City has been attempting to secure a location from which they will operate long-term recovery efforts. 

 

The attached lease* will enable Hope City to make use of the County-owned building designated as the Sheriff’s Substation in Middletown, but not currently in use.   According to the terms of the lease, Hope City will lease the space for $1 per year.  Hope City will renovate first, in a manner which improves the condition of the facility for County future use after the lease term expires.   The initial term of the lease is for one year, with an option to renew.  In addition to housing Hope City’s operations, discussion is underway to also create an office for Supervisor Simon at the site, to enable constituent meetings in the district.

 

Hope City is a non-profit agency staffed entirely by volunteers.  Their work, as part of Team Lake County (our local group of Volunteer Organizations Assisting in Disaster, "VOAD") is strongly tied to the County’s long-term economic recovery and we are fortunate to have their partnership following the unprecedented local wildfire disasters of 2015 and 2016.  Because Hope City uses volunteer labor and donated funds to rebuild the homes of our local disaster victims at no cost to them, Supervisors Brown and Simon are requesting that permit fees, to remodel the building for Hope City's operations be waived.

 

*Staff is still working on the lease details and it will be uploaded as soon as it is available.
