SUBJECT: Consideration of Staff's Request for Direction Regarding the Lakeport Courthouse Construction Project

EXECUTIVE SUMMARY:
As you may be aware, the planned Lakeport Courthouse project near Vista Point has come in over budget and State Administrative Office of the Court (AOC) staff contacted our office some months ago to advise that they had been tasked with consideration of other possible locations for the project.

Specifically, they inquired about three County-owned site possibilities:

1. Clearlake property near existing court - presently tied up with the possibility of becoming a public transit hub - not available for consideration.

2. North Lakeport property adjacent to the Hill Road jail - potentially available due to recent relinquishment of the jail expansion project.

3. Lakeport property on Bevins Court adjacent to the Health Services Department - potentially available. At this site, the County owns one vacant lot on one side of the County Health Services Office and the City of Lakeport owns the other. AOC asked about the County's vacant lot initially, and later followed up to ask about the County-owned building which houses Health Services. In response to this follow up, staff advised that this too could be potentially available providing the terms make it possible for Health Services to be relocated to another suitable location.

Since the initial inquiries, AOC staff has explored the available sites and they are now finalizing recommendations to be presented for the consideration of their Board at a meeting in San Francisco on March 17, 2017.

There are pro's and con's for the additional County-owned sites and as I understand it, the original Vista Point site is still possible as well. As would be expected, the City of Lakeport and the Lakeport business community strongly favor the project be completed i...
