SUBJECT:                     Consideration of Approval of Engineering Services Agreement in the amount of $332,500 with Brelje & Race Consulting Engineers for the Middletown Sewer Treatment Plant and Authorize the Chair to Sign

 

EXECUTIVE SUMMARY:

The State Water Resources Control Board (SWRCB) provided a $402,160 Planning Grant for the Middletown Sewer Treatment Plant. The planning grant will be used for preconstruction requirements including engineering analysis and design. 

 

The Middletown Treatment Plant is in need of upgrades and improvements and the engineering services will provide the information needed to pursue a capital project.

 

Requests for Proposals for Engineering Services were published November 11, 2016 with a closing date of December 28, 2016. Three proposals were received. The Engineering firms that submitted proposals were Brelje & Race Consulting Engineers, Waterworks Engineers and NexGen Utility Management. A Consultant Selection Board (CSB) consisting of Lars Ewing, Public Services; Fred Pezeshk, Public Works; Mark Brannigan, Citizen; Scott Harter and Jan Coppinger, Special Districts met on January 19, 2017 and ranked the proposals.

 

The CSB recommended Brelje & Race. The negotiated contract amount is consistent with the amount provided for in the SWRCB Planning Grant.
