MEMORANDUM

TO:                                           Board of Supervisors

FROM                     Scott De Leon, Public Works Director

DATE                     February 9, 2017

SUBJECT                     Consideration of Rescinding Temporary Fee Waiver of Construction Traffic Impact Fees for Homes Damaged or Destroyed by 2015 Wildland Fires

EXECUTIVE SUMMARY: On March 22, 2016, the Board of Supervisors approved a temporary fee waiver of Construction Traffic Impact Fees for homes damaged or destroyed by 2015 wildland fires through September 12, 2016.  To date, Public Works is still waiving these fees.

During recent weeks, the rain storms and added traffic from the rebuilding effort have created an abundance of potholes within the 2015 fire areas.  Limited resources are available to purchase the additional patching material needed to repair these holes.  Funds collected from the Construction Traffic Impact Fee will help mitigate the additional costs the department is trying to deal with in keeping these effected roadways safe to travel on.

The Department asks that the Board of Supervisors to rescind the waiver for homes damaged or destroyed by the 2015 Wildland Fires, Reinstitute the Construction Traffic Impact fees within these areas and authorize Public Works to resume collecting these necessary fees.
