SUBJECT:                     Consideration of a) Resolution Adopting the C. Gibson Museum and Cultural Center into the County of Lake Museum Family; and b) Approving the MOU between the Friends of Gibson and the County of Lake; and authorize the Chair to sign

EXECUTIVE SUMMARY: 

On September 27, 2016 the Board of Supervisors approved the plan for the County to operate the C. Gibson Museum and Cultural Center in Middletown and directed staff to proceed with the next steps of the process to adopt the Gibson Museum into the County operated museum family. Subsequent to that direction the following actions have taken place:

 

-                     The Lake County Historical Society (LCHS) and the County of Lake mutually terminated the previous MOU which provided for use of the facility by LCHS;

-                     Staff drafted for the Board’s consideration of approval the attached MOU with the new non-profit organization South Lake County Historical Society (Friends of Gibson) detailing the partnership between the County and Friends of Gibson;

-                     Staff drafted for the Board’s consideration of approval the attached resolution accepting the C. Gibson Museum and Cultural Center as a County of Lake operated museum.

FISCAL IMPACT (Narrative): The County currently operates two museums: the Historic Courthouse Museum in Lakeport and the Lower Lake Historic Schoolhouse Museum. These museums are managed by the Curator and staffed by an Assistant Curator and five part-time extra help employees. Each of these museums is financially supported in part by a non-profit that raises money to help the County offset costs to the buildings and to pay for public outreach programs. Since the County already owns and maintains the building in which the C. Gibson Museum and Cultural Center is housed, the only added expenses of taking over operation of the museum will be the cost of utilities (approximately $6,000 each year) and the cost of one additional extra help employee (approximately $10,000 each year) to open and close the museum three days a week, Thursday-Saturday, 11:00AM to 4:00PM. The total cost is estimated to be $16,000 each year.
