SUBJECT: Approve Agreement Between the County of Lake and Martin Franusich, for Information Technology Support of IBM AS/400 Software, Amount not to Exceed $60,000 and Authorize the Chair to Sign.

EXECUTIVE SUMMARY:
The Information Technology Department desires to enter into contract with Martin Franusich for consulting and maintenance services for Legacy and Financial systems in an amount not to exceed $60,000 for the period beginning March 1st, 2017 and ending December 31st, 2017.

BACKGROUND AND DISCUSSION:
Due to the recent retirement of one of our Programmer Analysts, we no longer have sufficient backup for support of the County's primary financial and legacy systems hosted on the IBM iSeries platform. Over the years, this workload has diminished as our systems have been migrated to other platforms and operating systems. Because of this, there is no longer a need for another full time Programmer Analyst to support the system. I have determined that because of the unique skillset needed to maintain these legacy systems, and the low likelihood of finding anyone with experience necessary to support them, it would be most prudent to enter into contract with Mr. Franusich. While day-to-day operational tasks are handled by our current Programmer Analyst and support staff, Mr. Franusich will be able to provide backup and advanced technical consulting when necessary. I am also requesting Mr. Franusich's assistance in creating a plan to migrate remaining legacy systems and applications off of the iSeries platform onto something that is more easily supportable by current staff.
