SUBJECT: Consideration of Letters of Support for Assembly Bill AB1 (Frazier) and Senate Bill SB1 (Beall) for Transportation Funding and Reform
EXECUTIVE SUMMARY:
There are two bills related to Transportation funding that are currently being considered by State legislators, and today’s item is to consider letters of support for those proposed bills.
As your Board is aware, funding for road maintenance has historically been tied to the sale of fuel and a gasoline tax. As vehicle manufacturers develop more and more efficient vehicles to comply with greenhouse gas reduction goals, and as alternative fuel vehicles become more prevalent, we are seeing a reduction in fuel sales statewide. In Lake County, our “gas-tax” revenues have dropped nearly $1.3 million since a peak in FY 2013/14, and based on our most recent pavement condition study, roads in Lake County are approaching being considered the worse in the state with a Pavement Condition Index (PCI) of 41, or a rating of Poor.
Revenue estimates for the proposed bills indicate an annual increase of $4.8 million dollars annually to Lake County, and funds of this magnitude will allow us to perform significantly more pavement preservation projects which will result in an improvement in our overall PCI.

Staff recommends that the Board of Supervisors approve the proposed letters of support for Assembly Bill AB1 and Senate Bill SB1and Authorize the Chair to Sign.
