SUBJECT:                     Consideration of Modification of the Urgency Ordinance of February 14th

 

EXECUTIVE SUMMARY:                     

We request the Board of Supervisors to consider the attached modification / addition for Section 3 of the Urgency Ordinance passed on 14 February prohibiting motorized vessels from operating on Clear Lake.

 

The high water levels are creating emergency situations that require the use of salvage and repair vessels. As currently worded, the ordinance prohibits such vessels from operating on the lake. The proposed verbiage will allow salvage vessels and other operations to occur under permit from the Water Resources Department. The work permits will be issued at no cost for emergency salvage operations and other emergency operations on a case by case basis during the period of the emergency.

FISCAL IMPACT (Narrative)

We anticipate some minor costs to be associated with the permit process. The intent of the permit is to track who is doing what when and where in terms of salvage operations. We do not anticipate retaining the records beyond the period of the urgency ordinance.

 

STAFFING IMPACT (if applicable):

Existing staff will handle the permit applications.

Approve the modified verbiage for Section 3 of the no motorized vessels urgency ordinance.
